This set of pages results from the IEC SyC Smart Energy experts’ assessment and is intended to depict the portfolio of International Standards which may be used to support Smart Grids/Energy deployment worldwide.

The objective is to facilitate interoperable solutions based on standards. This framework will assist Smart Grid system owners and interested parties to specify their smart grid solutions.

This document provides a selection guide, setting out, for the most common Smart Grid systems:

the set of possible “System Capabilities” they can support;

which standards may be used, where, and for which purpose.

Known limitations

The reader of this document should be aware of:

  • The list of Generic System Capabilities per sub-system may not be exhaustive.
  • The standards listed in this document represent a selection according to the rules set in section 4.2.4.2 and 4.2.4.3.
  • Detailed “application notes” for the standards are not in the scope of this document.
  • The generic use-cases are limited to “typical” applications. Special customized applications are not considered.
  • Proprietary or non-standardized solutions are not considered in this document.
  • This document represents the current status of the available and upcoming standards.
  • Standardization projects which do not fulfil the maturity-time constraints defined further are not part of this document.

Selection of standards

All standards identified in this document have been selected by applying the following rules.

Standardization body ranking

In order to identify a standard fulfilling a defined set of requirements, the following procedure has been adopted.

  • The report has identified standards from the IEC database, where available.
  • Where no standards were available from 1), then the report has considered ISO, or ITU standards.
  • If no standards from either 1) or 2) were available to support a particular set of requirements, then “open specification” (see criteria below) can be considered.

“Open specifications” that are considered applicable from this document’s point of view, comply with the following criteria

  • The specification is developed and/or approved, and maintained by a collaborative consensus-based process.
  • Such process is transparent.
  • Materially affected and interested parties are not excluded from such process.
  • The specification is subject to RAND/FRAND Intellectual Property Right (IPR) policies in accordance with the IEC Patent policy
  • The specification is published and made available to the general public under reasonable terms (including for reasonable fee or for free).

Maturity level

Two maturity levels of the standardization process are considered:

  • A deliverable that has reached its final stage (IS, TS, TR, etc.) by Dec 31st 2022, is identified as “AVAILABLE”.
  • A deliverable that has successfully passed the NWIP process (or any formal equivalent voting gates if NWIP is not within the standard process for issuing the considered deliverable) by Dec 31st 2022, is identified as “COMING”.
